I think we should gather data from people interacting with the site before we put the effort into designing and developing comprehensive changes. A survey and web analytics will give us the data we need.
In the meantime we can make huge gains with very little work on the homepage (not logged in) by:
1. Saying it is the Official OWS Site
2. Putting content below the header to provide a short explanation
3. Put calls to action in the content below the header to direct new users where to go
For the record I love both the wireframes developed and think they will likely work well for a next round of updates, but really believe we need to base changes on data.
I think that people who are interested and capable of understanding tech to this degree are on chiming in already. Voting and gathering statistics are fine, but this is more of an aesthetic issue – and, can be changed later. We need to coalesce rather than fragment now. Let’s move along with iterations and leave the voting for later.
This looks great! I do think we could use some other persistent links: About | Contact | Help .

The proposed short term changes are in the wiki and available direct at http://i.imgur.com/5THOO.png
